I'm new to this Alteryx thing.
Is there a way to combine two streams so that data set A is filter based on an output from a filter on dataset B?

Have you tried the Join tool? Here is an article that goes into more details about it. If you read these and find that they are not helpful in accomplishing what you want, add some more details about your problem and some sample data and we can give more specific feedback.
