Remove empty Rows and adjust the rows consistently

Please find the attached xls file titled : "sample"  with two tabs

I have ran a workflow (attached) and I couldn't get past on how to remove the empty rows and adjusted them as per the expected output tab.

Please guide me with the next steps. Thank you
