Email tool not working when other email tools are enabled in the workflow

Hi All, 

I have a workflow with three separate email tools that send different alerts. It is possible to have a case where workflow needs to send all three emails. I am noticing a case where, if I have all three available, the workflow does not send any emails from email tool #3. If I put email tool #1 and #2 in a disabled container, the workflow sends an email from email tool #3. Particularly it seems the workflow does not produce any output from my table tool when email tool #1 and #2 are enabled.
