Cant get control container to not execute

Ive added a control container to my workflow, Ive connect an output from a previous step and confirmed (by also outputting this step tot he count records tool) that there are 0 records going into the control input but... it always runs! What am I doing wrong?

I think im getting somewhere..... It still seems to somehow look at the tools in the control container and will produce errors in the same way as if its running, but doesnt produce any output. Im not explaining that well I know

Yep - its annoying as the reason it was erroring was due to there being no records for the append tool to process, which is expected sometimes, the solution is to add in a dummy record for the append tool so it always has at least 1 record.
