Allocate line items to various users

Hello Everyone

I am new to Alteryx development. Kindly help me. 

I have a requirement. I will be given a spreadsheet where every 2 rows constitutes one invoice. I will be given one more spreadsheet with the names of various team members.

The requirement is that every 2 rows from the first spreadsheet will have to be allocated to the people mentioned in the 2nd spreadsheet. It must be done in such a way that these rows must be allocated equally among the team members in the 2nd sheet.
