Sorting like "dynamic table"

Hello,

I have a problem and I need your expertise.

I have a series of data like and I would like to sort them as a "dynamic table in excel", see the snippets below.

How I need it.

Is there any way to do it? I have tried with Summarize and Transpose tools, but the results aren't what I needed.
