Delete Data & Append to Excel.xlsb does not delete data when the output is 0 rows

Question

I have workflow results that sometimes has output and sometimes doesn't. I'm using the "Write to File" tool with the Output Option of "Delete Data and Append".  This functionality works great as long as there is data to output. When there are zero rows to output this tool doesn't delete the existing rows.  I would expect this tool with these settings to Delete the existing rows AND append nothing as the option suggests.

Any help or suggestions would be appreciated.

Are you passing in a range (ie filename.xlsx|sheet$range?

if you are passing in a range and your range is not fully labeled (ie A1:x500) this happens. Also. xlsb. so this would be more of a limitation than a bug.
