Move Values Down

Hello, 
I'm at a roadblock, and I need help, please. I have two files that I need to match. However, I need to move the values down in column "To Match File" if column "Taxable Export File" contains "Federal $1 mil". The values need to be moved to the next category, for instance,
from Tax Description 2 to Tax Description 3 and,
Taxable Gain 2 to Taxable Gain 3 and,
Taxable Rate 2 to Taxable Rate 3 and 
Taxable Amount 2 to Taxable Amount 3.

I've just did a test with this sample of data. It's ok for most lines.

However, I found lines that doesn't follow your logic in your Excepted output.

For example : On the Taxable description 8, why do you take the value of 7704.36 which is Tax amount 7 instead of Tax description 7 ( Canada-BC ) ?
